North Korea has 'brilliant potential' as USA team arrives at border

While admitting this option remained unlikely, Lord Hague stated Kim could agree to this plan if a formal treaty were ratified in the US Senate to provide a "security guarantee". More meetings will take place today.

It has long said it is open to eventually giving up its nuclear arsenal if the United States withdraws its troops from South Korea and ends its "nuclear umbrella" alliance with Seoul.

Mr Kim and Mr Moon held talks in the demilitarised zone separating their two nations on Saturday in a scramble to salvage the summit. The second was held with no prior notice and only announced hours after it had concluded.

"The best that can be hoped for from the South Korean perspective is that the North will agree to new bilateral projects, but I strongly suspect they will be subject to the same caveated zoned approach to development that Kaesong and Kumgang were" Graham adds, referring to a joint North-South Korea economic zone and tourism project developed under previous liberal South Korean governments.

Events around the Korean peninsula have been moving at a dizzying pace over the last few days, with a summit between Donald Trump and Kim Jong Un that was on, then off, then apparently on again.

Following an unusually provocative 2017 in which Kim's engineers tested a purported thermonuclear warhead and three long-range missiles theoretically capable of striking mainland USA cities, the North Korean leader has engaged in a flurry of diplomatic activity in recent months. Aides are cautiously optimistic this time will be different, even as they continue to express private misgivings about the compressed timeline to arrange the meeting.

Mr. Clapper, who's publicly butted heads with Mr. Trump over issues related to Russian interference in the 2016 USA election and special counsel Robert Mueller's probe, said a summit would be good regardless of whether there is any sort of agreement.

A former senior South Korean official told Reuters it is a "good thing" that Kim is part of the negotation team. "He didn't give in to frustration, he gave Kim a platform to say some things about denuclearization that will play well in the US, and he again showed Trump the mesmerizing all-consuming media impact that a summit can have - something that's bound to appeal".

Libyan dictator Moammar Qaddafi agreed in 2003 to give up his weapons of mass destruction, including nuclear arms, in return for sanctions relief.

U.S. President Donald Trump and Japanese Prime Minister Shinzo Abe discussed North Korea by phone on Monday and confirmed they would meet before an expected U.S. Trump, in turn, signaled by Saturday that preparations for a U.S. -North meeting were still underway, though he has yet to officially greenlight the summit.
