"And we also need to hold personal meetings", Putin noted.

President Putin then criticized many of his actions undertaken by President Trump, including his utter negligence of living up to the promises he had made on behalf of America during his campaign.

The United States and Russia's relationship has remained a big part of Trump's presidency since the 2016 election.

Merkel, French President Emmanuel Macron and the other leaders clashed with Trump over steel and aluminum tariffs as well as his decision to abandon a deal with Iran to limit its nuclear program.

Earlier Sunday, Putin criticized the USA withdrawal from the Iranian nuclear deal in a speech at the summit.

After the US withdrawal, Iran wants assurances from the remaining parties that its interests are guaranteed or it will resume nuclear activities with a higher speed.

Iran's President Hassan Rouhani speaks during an extraordinary meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, Turkey May 18, 2018.

With the president of aspiring full member Iran looking on, Putin said Moscow still supports the Iran nuclear deal that Trump recently abandoned. Russian Federation has announced cooperation projects with China including a new method of inter-bank transfers, and a joint credit agency that seeks to create a shared financial and economic infrastructure that will allow them to function independently of Western-dominated financial institutions.

"No matter what fluctuations there are in the global situation, China and Russian Federation have always firmly taken the development of relations as a priority", Xi told Putin at the start of their formal talks.

Putin said he would be willing to meet with Trump to discuss the G-7 and other matters. The moves they have outlined would not violate the 2015 nuclear accord, but would allow Iran to quickly ramp up enrichment if the agreement unravels.

I agree with President Trump: Russia should return to the G8. Putin stated that the penultimate goal in terms of economic relations between the two countries is integrating and harmonising the One Belt-One Road initiative with the Eurasian Economic Union in order to create and expand a dynamic free trading zone throughout the wider east Asian and Eurasian space whose potential can unleash productivity throughout the region.

While Xi feted his peers with fireworks, SCO members have their own disagreements, with India concerned about China's trade infrastructure project in disputed territory in arch-rival Pakistan.

"It should continue to be implemented effectively", Xi said, according to a read-out of the meeting on the Chinese foreign ministry website.

Filmed under a blue sky in front of the Kremlin, he added: "We have done our best to ensure that all of our guests - the athletes, the staff and, of course, the fans - feel at home in Russian Federation".
