Drawing on the tragedies suffered in his own life - the deaths of his first wife and daughter in a vehicle accident in 1972, and his son Beau from cancer in 2015 - Biden offered consolation to McCain's family, calling his absence "all-consuming".

"I've been with Senator McCain all around the world and I will tell you that he had better instincts about how and when and where to assert American power than any other leader I've known", Kyl said. He spoke about the great loss he's experienced in his life - the death of his first wife and daughter in a auto accident, and the recent death of his son, Beau.

People close to the White House and McCain's family said President Donald Trump, who has mocked McCain for getting captured during the Vietnam War, has been asked to stay away from all events.

An honor guard of U.S. Capitol Police will then stand vigil overnight.

The ceremony was the first of two days of services in Washington honoring the Arizona senator, who served in Congress for 35 years.

As the hearse made its way along the 8-mile route, people held signs that read simply "McCain" and cars on the other side of the highway stopped or slowed to a crawl in apparent tribute.

"There are times when life can be so cruel, pain so blinding, it's hard to see anything else", Biden said, adding, "In order to survive, we have to remember how they lived, not how they died".

They were both "cock-eyed optimists", Biden said, and he would trust John with his life.
