Japan, S.Korea remain split over radar incident

CNN reported that North Korea's senior official Kim Yong-chol, is traveling to the USA this week., and is carrying Kim Jong-un's letter to deliver it to President Trump, . perhaps indicating that the envoy will meet Trump as well while he's in Washington.

North Korea's top envoy involved in talks with the United States arrived in Beijing on Thursday and is thought to be en route to Washington, South Korean news agency, Yonhap reported.

The admission was a candid assessment from the Trump administration, seven months after the president's summit with North Korean leader Kim Jong Un and as the White House prepares for a second meeting between the two leaders.

A meeting could mean the two sides are nearing a compromise after months of standoff over how to move forward in ending North Korea's nuclear and missile programmes, which it conducted for years in defiance of United Nations sanctions.

Seoul's Ministry of National Defense on Wednesday said it had asked Tokyo to reveal the frequency of the radar that it claims to have detected so that the two sides can examine the data together in Singapore on Monday at the latest meeting between generals from both sides.

Last year, North Korea "heightened its global influence and it had received a great support, understanding, and fervent welcome from the whole world", KCNA noted. North Korea has called the label a provocation that demonstrated Seoul's hostility.

North Korean leader Kim Jong-Un highlighted the project in his New Year address and is reported to have visited the site at least three times in the past year, according to state media.

Foreign Minister Kang Kyung-wha said she expects nuclear talks to pick up speed.

To date, the U.S. Special Representative for North Korea Steve Biegun has yet to meet with his counterparts for detailed negotiations.

Al Jazeera's Florence Looi, reporting from South Korea's capital, Seoul, said the upcoming talks in Washington "were seen as restarting momentum that was lost on denuclearisation talks".

This has also cast an influence on the ministry's recent decision to tone down provocative rhetoric against the North, according to the official.

Senior officials from the USA and North Korea are meeting in Washington sometime later this week, South Korean media reported on Tuesday.

US President Donald Trump commented on the country's tourism potential following his Singapore summit with Kim in June 2018.

"If the United States takes a credible action in response to our proactive and preemptive efforts and responds to the corresponding measures, the relationship between the two countries will move forward at a good and rapid pace through the process of taking more certain and innovative steps is", Mr Kim said on Jan 1. Since then, several private analysts have published reports detailing continuing North Korean development of nuclear and missile technology.
