In a letter to House Oversight and Reform Chairman Elijah E. Cummings (D-Md.), White House Counsel Pat A. Cipollone said the committee request for the information was "without legal support, clearly premature, and suggests a breach of the constitutionally required accommodation process".

Representative Jerrold Nadler, the committee chairman spearheading the probe, asserted it was Congress's obligation to "provide a check on abuses of power" by the White House.

Nadler told ABC on Sunday that such action would be "a long way down the road". The New York Times reported last week that Trump ordered that Kushner be granted his clearance over the objections of then-White House Counsel Don McGahn. "As a result, we are now expanding our investigation".

Republicans in Congress said that Democrats are pursuing an impeachment agenda against Trump as part of a political strategy to reclaim the White House in the 2020 election.

If any of the multiple investigations of Trump do produce evidence of serious wrongdoing, Nadler will have the point position in impeachment proceedings. One day later, Cummings sent what he said was his final request for documents before he would consider "alternative means to compel compliance" - widely interpreted as a subpoena.

They also appear to be examining whether the Trump campaign received illegal donations or benefits from Qatar, United Arab Emirates, and Saudi Arabia.

Trump fueled suspicions previous year about his ties with Russian Federation when, in a sharp break with standard diplomatic practice, he dismissed top aides for two hours of talks with Putin during their first formal summit, in Helsinki. Now, Cohen says Trump's Russian business involvement extended for months after that.

"It's a disgrace to our country", he said of the document request. But he said, "The claim that there is no evidence is factually wrong".

Trump's plan for responding to the multiplying congressional probes into his campaign, White House and personal affairs is coming into focus as newly empowered Democrats intensify their efforts. Democratic lawmakers have called for its full release, but Barr has said he would only do so to the extent that Justice Department regulations allow him to.
